Software advice

I was trained in multimedia, but have been out of it for about 5 years. I am now interested in creating an interactive medical e-book and I have several questions.

1. Should I make it a CD, or a subscription. - Which is better for security and avoiding piracy?

2. Should I make it with Director (CD/web), Flash (CD/web) or Dreamweaver (web)? I will have videos, rollovers and pop-up info screens, text searching, small kid games and 2d animations.

Any insights would be greatly appreciated to get me going.

I would think subscription is more trend of today. Dreamweaver for: rollovers, pop-up, searching & Flash: for games, animation and videos. Security and piracy is another issue which needs research, depending on which way you go.
