Harley Powers Parks has 20 years of experience in geospatial information technology and IT administration. A former U.S. Marine, he served for 8 years before attending the University of California at Santa Barbara receiving a Bachelor of Arts in geography, and was part of the first wave of undergraduate geographers whose focus was in Geographic Information Systems (GIS).
As Ogden Environmental Services’ Honolulu GIS analyst and manager, he implemented environmental GIS projects for the restoration or “clean-up” of U. S. Navy property in the state of Hawaii and on Wake Island. As Carter & Burgess’ GIS Analyst and GIS Manager, he planned and implemented a CAD based GIS and a Pavement Management System for the State of Hawaii DOT Airports, as well as, planned and implemented a document conversion project of historical documents for the City & County of Honolulu (“City”).
Mr. Parks planned, developed, implemented, and animated the first digital photo-realistic 3D urban model of Honolulu. A 3D GIS of the Honolulu Urban Model was licensed and implemented for the City by Hi-Tech Urban Solutions, formerly USI-Hawaii. Currently, he is completing a stormwater data conversion project, researching and developing Adobe Flash/Flex interface, IT administration, media servers, and Java server technology for production, viewing 3D, animations, maps, charts, and reports.
